It is better to go to Altun Ha with a group. There are tourists who like to share in the rental of the van. It covers the city tour.
I paid $40 per person to go to Altun Ha and got $5.00 discount for my daughter because there were four members of my family who went to Belize.
I didn't see any buses going inside the Altun Ha but there is a bus that goes only to the junction. It's called the Flores Bus. I don't think though that you can find any other transportation at the junction. It is so remote.
Make sure to rent the van in the terminal in Belize City or sign up for package tours at your hotel (usually bigger hotels). Also, bargain the rental if the van don't have air conditioning. It is hot and humid in Belize.
There are also package tours at the seaport where the cruise ships dock.
