If you go by the capital of the Dominican Republic (Santo Domingo) be sure to stop by the Zona Colonial, where relics of the Colonial era are still alive and well preserved. You can see the Alcazar de Colon, where Columbus' family resided all surrounded by the Ozama river. A few minutes away is El Malecon which you can see a great view of the Caribbean Sea, many high class hotels, restaurants and scenery.
Independence day is February 27th, where many carnivals take place, especially in El Malecon!
