There are lots of little restaurants on the road to Las Croabas (route 987 north out of town). Some look like Pig Sties, some like nice restaurants, some like 4 star places. The secret is the more you pay, the more service you get. If you would rather have sizzle than steak, or want to eat lobster (langostino), you will have to look up the fancy joints. But, if you want local fish, octopus (pulpo), crab or good beans or plaintain, the grungy places will hook you up for 1/4 the cost. Just don't expect cloth napkins.
For specifics, the Anchor Inn has good Paella, chock full of seafood (about even with the rice.) Not a true paella (I used to live in Sevilla) but good enough and you dont have to order it in advance. Get the octopus salad as an appetizer (you have to ask for it special, it is NOT the octopus cocktail that IS on the menu), you won't be sorry.
One of the few restaurants that is NOT air conditioned to 50 degrees. After a long day at the beach, AC feels like an arctic blast and leaves you shivering.
Favorite Dish: Paella is good, tons of seafood for the money. A little of everything.
The mofongo (plantains) are OK, but I still like my platanos Cuban style, sweet and sticky.

When in Fajardo you must take the 15 min. drive to the food kiosks on Route 3 by Luquillo Beach. There you will find approxiately 60 different food kiosks and restaurants side by side where you can enjoy "Empanadillas" filled with meat, seafood, ( etc.) along with other Puerto Rican delicacies and wash them down with a cold "Medalla" which is the local beer of choice. Food kiosks are open Sun-Thurs until midnight and Fri-Sat until 2:00 am. Enjoy!!

I am from Puerto Rico so trust me, I know where the good restaurants are and this is one of my favorites. it is always full, especially of tourists. here you will eat the best burritos ever with the best pina coladas and desserts.

The outdoor cafe at the Wyndham serves some decent food. In addition, you can get a fantantic view of the ocean to go along with the food and drinks.
