The best way is with a car because all the cities along the lake are really worth visiting, but if no time available the train is a nice alternative, but it takes long time to go there. If you are in Germany or Switzerland another way is a ship across the lake.
Bregenz has public transportation and if you stay in the downtown area no transportation is neede because the town is really small. On the picture is the post office of Bregenz.

Trains serve Bregenz direct from Munich and Zurich as well as from a number of smaller locations. There are boats to the town from a number of other lakeside towns and villages.
Walk, it is only a small place. However if you do get tired there is a bus service.

Basically, the only way to get around Bregenz is to walk. If you're coming to or from the train station with your luggage, then I suggest calling a taxi. Other than that, walk. The town is so tiny that you'll probably be wherever you want to be in five minutes anyway.

Bregenz is on the main train route from Zurich to Munich and from Zurich to Vienna. (Or Zurich to Innsbruck or Salzburg) Basically, you have to go through it at some time if you are going anywhere near Zurich. Be ready to hop off the train, though. It only stops in Bregenz for about a second.
