To wonder around Opatija (if you don't walk of course) you can use public transport. Bus no.32 rides between Rijeka and Lovran .
You can buy a ticket at the driver but you have to put it in the machine so that the date should be printed on it. If you don't do so and the control come you have to pay high penalty.

There are 2 trains daily from Ljubljana to Opatija. It's better to go to Rijeka and then take bus no.32 than at Opatija-Matulji. The bus connections between Rijeka and Opatija are better than Matulji - Opatija.

During the high season you've got regular coach connections from all over Croatia. Off season you'll be best off by reaching Rijeka first and then use local busses to Opatija.
