There's a ship that leaves from Rijeka to Cres, Unije, Susak, Mali Losinj, Pag (round trip) every day. It takes 4 hours to get from Rijeka to Pag and the one way ticket is 40 kuna (6 euro). This is the fastest and nicest way to reach the islands.
If travelling by car, there are ferry ports Porozine (in Istria) where ferry to Cres leaves every 15-20 mins Cres and Valbiska port on island Krk if you're travelling from Krk. In summer it could happen that you find yourself sitting in the car waiting for a ferry for hours.
Buses from Rijeka to the islands leave every hour.
Or you can always try hitch hiking :-))

New taxi company (Cammeo) offers you 5km drive for 13 kuna (less then 2 EUR) tel.no 051/313313.
For that price you can reach almost any part of Rijeka worth to visit. If you go to Opatija or Kastav you'll pay triple that price, still reasonable.

Like cities in west Europe, Rijeka has one (1) open double decker for touristic purpose. This is not big city so besides Rijeka, this one will take you to Opatija as well and to Trsat castle (otherwise you'll face long walk uphill).
Prices of the ticket is 50 kuna. Ticket is valid for 48 hours and can be bought in tourist office in Korzo. During summer, there are 5 daily departures, rest of the year 2 rides daily.

Rijeka is well-integrated into the Croatian Railways and critical international lines. A fully electrified line connects Rijeka with Zagreb, and onwards towards Koprivnica and the Hungarian border, as part of the international 5b corridor. It is also connected to Trieste and Ljubljana by a separate electrified stretch that extends northwards from the city. A transport bill, to be passed by the Croatian Parliament in July 2006, will see the start of construction of Croatia's first high-speed rail line, following the aforementioned 5b corridor, enabling speeds nearing 250 km/h. Construction on the new line starts in 2007 and is slated to be completed by 2010. The speeds of this line will enable a trip from Rijeka to Zagreb in around an hour, as opposed to the current two hours. Rijeka is well connected (direct trains) to Munich in Germany or Salzburg in Austria, and there are direct night trains running to Rijeka from these two cities.
The Railway station is in Krešimirova Street 5. Information on rail services is available on the info counter or by info telephone 060/333-4444. Tickets can be obtained and reservations made at the station ticket-office tel. 213-333. The railway station has a leftluggage department, opening hours from 9:00 am to 9:00 pm. Luggage safekeeping is charged 10 kn.
