Yes, you can certainly get around Croatia using only public transport - in the case of Dalmatia that means buses and ferries- there's no rail service south of Split. If you're planning to spend all or most of your time in one of the historic old cities such as Split or Dubrovnik, you may well be better off doing this, especially in high summer - parking can be a nightmare. Similarly, if you're coming mainly to laze on a beach with a minimal amount of sightseeing, the expense of a car almost certainly isn't warranted.However, having a car means you can really get out and about.
