The bus network here is fairly good, reasonably cheap and well branched so you shouldn't have problem getting around on your own. You will be able to visit villages around in the hills and as well more toruist oriented areas such as Pustevny. Or provincional towns (Olomouc, Prerov, Brno, Ostrava - here you can get direct connections to Prague).
For timetables on departures check the web site here:

There are international buses to Slovakia - Zilina. From there you can catch bus or train to Bratislava, or indirect train to Poland (via Cadca - Cesky Tesin).
Local train is excellent too - and nostalgic experience if they use those old ones.

The bus Nr. 940077 takes you within 35 minutes from Rozov pod Radostem to Pustovny several times a day:
e.g. at 08.15 a.m., 10.00a.m. 12.15a.m. 02.10p.m. etc.
The busstop is about 300 meters from Libusin and Mamenka and on a sunny day it might make sense to be at the busstation ahead of time in order to get a seat, as the area is quite popular for hikers.
Pustevny is a great and quite popular area to go hiking or in winter to go skiing.

You may as well get to Roznov pod Radhostem by train !
Trains are really cheap in Czechia and mostly a better and safer means of transportation than the car !
The track to Roznov pod Radhostem is a sideline and trains will not really run very often, but you may get there for instance from Brno within 3 hours mostly.

Driving to Roznov pod Radhostem is rather easy, although you will need a good map and strong nerves sometimes , whenever you drive on smaller roads in Czechia.
It could easily be that the sign-posts are confusing or placed at wrong places, especially, when you have to drive on a deviation .
Road-trafic in Czechia is always an adventure by itself...
Be prepared to drive 3-4 hours from Olomouc !!

Roznov pod Radhostem / Rosenau am Radhost is a rather flat town and inside town you will have no problems.
In the museum of the wooden-village you may as well see everything from outside and the interior of the church, grocery, the restaurants and the post-office may also be reached easily by wheelchairs .
The mayor's house and the upper rooms of the buildings will be too difficult.
The mill-valley is mostly flat on the ways but some of the house-doors will be too small and un-reachable by wheelchairs.
The Wallachian village itself had rather flat paths through it, but at the beginning you have to walk a steep path and some steps through the woods.
Maybe you could arrange to drive up to the restaurant like it is done by the restaurant-owners. You will certainly need some local people to assist you and explaining the situation...
