You definately need a car to see the Saaremaa. To get to the places. To get to walking tracks. To get to beach.However, there is a bus from Tallinn. www.saaremaa.ee explains it all. Ferry is leaving to/from Virtsu/Kuivistu every hour, there may wait time, if tickets are not booked in advance.

You can come to the island by ferry which comes from Virtsu in mainland. Better to book the tickets before, because there can be big queues, especially on weekends. Despite ferry goes very often, standing in slowly moving queue is not the best. The journey takes not more than one hour and you can’t even have seasickness, because of nice views around. During summer you can get to the island also from Latvia, Ventspils.

There are two ways to reach Saaremaa with your own transport. There is one ferry connecting Virtsu with the village Kiuvastu on Muhu island. Muhu and Saaremaa are connected by a causeway.The second route is via Hiiumaa Island. There is a ferry operating between Trigii on northern Saaremaa and Soru on Hiiumaa Island. From there is another ferry Heltermaa with Rohukula on the mainland.Try to queue up on the left lane as its for the upper deck. There are ferrys going to Saaremaa regulary every day. You just go to the harbour and purchase a ticket and wait in line till you can board the ferry. If you are with a car, then better watch out for the weekends... it might be quite busy time and you should be at the harbour atleast an hour earlier to be sure that you will have a pass to cross the sea :)The prices are around 35EEK per person and around 70 EEK for a car (one way)
