On the ferry to Hailuoto there are webcams installed. With a good internet connection you can set the refresh rate up to 1 frame per second. That way it is almost like being on the ferry.
The cams give a good insight on how much ice is on the ocean.

The 'normal' way to get to an island by car, this includes Hailuoto, is to take the ferry. It leaves the mainland from an penninsula close to Oulunsalo. In case the icestreet is open, the ferry will not go the usual time schedule as most people drive via the ice.
On the webpage below, click on the ferry icon on the left of the page. Then click on the Oulu region on the Finnland map below, which will show the detailed street map in the main frame. You will see the ferry sign (actually a car falling into water ;) ). Click on it and you will see the timetable.

During winter, when the ocean is hard frozen, the officials open an icestreet to the island. This will be only possible when the ice has a certain thickness and only normal cars are then allowed. During my time the distance between two cars had to be 50 meters minimal and there was a speed limit of 50 kph. Beware that the street is what the name says, an ICEstreet. It is pretty slippery, but except crashing into one of the other cars, nothing can happen.
On the webpage, which is in Finnish look for 'tie 816 Kempele - Hailuoto'. The word 'tie' means road. Don't know yet if the entry will just disappear if the road is closed due to warmer temperatures... lets see.
