Ravintola Pannu is seemingly small restaurant at the basement of Stockmann in Oulu. When you descent the stairs, you find that the place is surprisingly big and does not look like most of the restaurants in basements. The place is well designed with modern theme.
The menu is really long, you can flip through several pages and even have hardships in selecting the meal. The portions are mostly the basic fare that you get in a restaurant catering for everybody. The food is still good and you are not hungry when you leave the place.

Ravintola Matala is one of the better restaurants in Oulu. The food is good, but not maybe superb.
The service is prompt. The kitchen is adjacent and thus visible to the dining room, so you can watch chefs preparing your food.
The place is located at the Oulu market square, just next to the sea and some old wooden buildings that has server as harbour storage back in the old days. The view is quite idyllic, unless you spot the cubic Oulu theater or library.
Favorite Dish: Finnish fish, such as salmon, is always a good choice.

What an excellent place this is! the unique setting among the old port's warehouses, the great food and the smart wine list make it perhaps my favourite up in Oulu. I definitely recommend the bar as well, very good for a taste of cognac or a cup of tea. The service is always very friendly.
Favorite Dish: Lamb meat in red wine sauce. But try the seasonal dishes too!

One of my friend worked in this small restaurant, which is located near Oulu Railwaystation. Owners of restaurant are Indians and in my opinion the food is very traditional and 'genuine'. Prices are good also for back packers or students.

On the market square, overlooking the theatre on the waterside, there are a few typical wooden houses which serve as pubs, eating houses and souvenir shops.
Our first night in Oulu we ate here.
Favorite Dish: I had cordon blue (figured we'd eat plenty of salmon and reindeer in the days to come), icecream with stewed apples, coffee and half litre cider.
Siideri = cider (€ 4.50)
Cordon Bleu (€ 12.50)
Omenpaistos = the aforementioned dessert (€ 6.40)
Ruokakahvi = coffee (€ 1.00)
Totals € 24.40 for me!

Nice small place at heart of the Oulu.
Favorite Dish: 'Pieni lohkoilla'... which is a really big meal with kebap and sliced / roasted (?) potatoes. You should take 'taivaallinen kastike' to your sallad (which lays at top of your meal) and 'keskivahva kastike' to your kebap (which isn't the hottest, but hot enough to burn your tong).

Pizzas! Oulu is full of small pizzerias that make extremely cheap pizzas. Quality may be relative to the price, though .
You may want to check out Pannu (same building as McDonalds downtown) if you preffer better (read: more expensive) quality and a nice athmosphere.
Some pizzerias can even make gluten free pizza. At least Rax (Isokatu 23) and Fantasia (Isokatu 30). However, better gluten free pizza is served to friends at Jarto's home pizzeria

Another nice restaurant is Oskarin kellari. This is the place to visit if you're really hungry. They have a buffet where you can eat as much home food as you want or you can order dishes from the menu. The buffet usually has meat, chicken and fish.

Here we go! The Little Dragon (or Pieni Lohikäärme) is a small Chinese restaurant that you really should visit. The food is delicious. Therefore it's pretty crowded during lunchtime as you can eat there for 32 FIM. There's more free space in the evening.
Favorite Dish: My translations may be a bit shaky but let's try. Fried chicken sweet and hot, fried ox sweet and hot, chicken sweet and sour, chicken in light garlic sauce. In the evening you can ask for your dish deep fried (friteerattuna) which is really delicious.

A place to see - but not to be seen! :)
Favorite Dish: Try the huge French frieds with bluechees-dressing and drink a hot chocolate - Oulu is well-known for this typical hangover-meal at Sunday afternoons!
