It might have been a magnet for artists once upon a time but don't even think about taking your paints and easel these days. The harbour area is packed solid in Summer with cars and tourists and you're likely to be trampled to death if you stand still for more than three nano-seconds. There's also not much of it. Once you've done a circuit of the harbour, that's about it.
The only highlight is the Musee Boudin which is a delight.

If you have a drink in the old port ' Vieux Bassin' prices are very high.
Example.
A Belgian Beer named Leffe is sold at 6 euro
this is about 3 times the price.
Of course the view can compensate the price
