In summer, the old town becomes pedestrian on sundays and no cars are allowed in the section delimited by the medieval gates between 10h30 and 18h.
There is a large free parking lot just a bit further, behind the 'Salle polyvalente' (signed).

A well preserved medieval village
With its medieval timbered houses (mostly fro the 15th century), Noyers sur Serein has been classified 'One of the 100 most beautiful villages in France', and yes, it's a very pretty one.
