It's along this quai that policemen use to pull walkers, drivers from water...

Pay attention when you walk, the quais don't have any rope nor fence to prevent you from falling in water.

Even cars have to be pulled out from water sometimes.

Safe La Rochelle, without beggars neither clustering youngsters (I was told youngsters are not allowed to group themselves in clusters in urban La Rochelle).... so safe that falling into water is the only thing I'd warn you about. :-)
