The one place I know of for bicycle rentals in Altenburg is the Peter Mende bike shop on Gabelenzerstraße, just across from the Lindenau Museum and several blocks downhill from the railroad station.
There are no bicycle rentals at the station itself.
In addition to this shop in Altenburg, Peter Mende also has bicycle shops in the nearby towns of Meuselwitz and Zeitz.
I arrived too late to rent a bicycle here, but I did have a chat with them as they were closing up, and came away with a favorable impression.

There are currently two trains an hour from Leipzig to Altenburg.
One is a regional express (RE) that takes forty minutes, stopping at four stations along the way. The other is a regional train (RB) that takes fifty-two minutes, stopping at all sixteen stations along the route.
The main station in Altenburg is an imposing edifice that was built in 1876 during a period of prosperity and increasing rail traffic.

OK, I didn't see huge numbers of cyclists in Altenburg, but I didn't see huge numbers of motorists or pedestrians, either, since the streets were mostly quite empty.
From Altenburg there are signposted bicycle routes leading in all directions, for instance to Eisenach (229 km to the west) and Gera (45 km).
The Airport Leipzig/Altenburg is about 35km south of Leipzig. There is a direct bus connection between the airport, the station in Altenburg and Leipzig centre. One way to Leipzig costs 12.00 Euro/person; to the station in Altenburg 3.50 Euro/person.
From Altenburg station you can get trains to Leipzig, Zwickau, Plauen, Gera, Weimar and Hof. From Leipzig station you have access to all long-distance trains, suburban trains and local public transport.
From Leipzig/Altenburg planes departs daily to London/Stansted and twice a week to Barcelona.
This is the smalles airport I have ever been. The waiting hall is twice as big as my living room and the only shop in the airport has a shape of 1,50 m times 2 meters. The second picture shows you the complete waiting hall.

Altenburg station is around a 10 minute walk from the town centre. Several departures to Leipzig and Gera every hour.

Getting there by car
From Leipzig take federal road 2 / 95 and change to federal road 93 in Borna.
From autobahn A4 take exit Meerane (between Chemnitz and Gera) and drive northwards on federal road 93.
Small airport just outside town and close to the village of Nobitz. Used by Ryanair with flights from(May 2008) London and Barcelona.
A bus connects with flights from and to Leipzig and Altenburg
