You can take the ship to Balatonfured from Sofiok on the south shore of Lake Balaton (50 minutes) or from Tihany on the north shore (20 minutes) -- from May to September, sailings are 6 to 8 times a day.

The train station is on Horvath Mihaly utca, about 15 minutes walk from Lake Balaton.
The Budapest - Tapolca train stops at quite a few resorts on the north shore of Lake Balaton -- the journey from Budapest takes approx 2 hours 30 minutes.
If you want to go to Zagreb from Balatonfured (as I did ..) then you have to take a ship across Lake Balaton to Siofok (just under an hour) and then get the Budapest - Zagreb train from there -- (approx 4 hours from Siofok to Zagreb).
