From Milano Centrale (central station), take an Intercity to Nizza/Nice Ville. This is the second stop after Genova Principe. The complete name of the station is Finale Ligure Marina.
You could also take an interregionale to Ventimiglia, but that takes around 3hrs and isn't as comfortable/convenient.
There are many trains daily from Milano, as well as trains coming/going from Turin (Torino)
