One of the cheapest food store in Varese is PENNY MARKET. You can Join it in "Via Crispi" (Crispi street) in the middle. There's a local bus passing in these street. If you are a good walker you can go also by feet from the center. Is a 20 minutes walk.
You find it on the left, after the "Brunella" big church and an IP gasoline station.

What to buy: Absolutely the shoes because the trade-mark of "Varese" manufacturer is widely known in Italy and in the rest of the world.
What to pay: In case you want to buy quality shoes, starting from 100 euros up
