The road over the Timmelsjoch is only open from June to October, for the rest of the year only the uppermost villages on both sides can be reached by car. This is also the end for the scheduled buses on both sides, the road over the pass is at the Italian side simply too narrow for buses.
If you do not want to go by car - we saw numerous cyclists doing it - and many motorbikes, of course, for them it is a paradise,
