Give yourself at least 2 hours at the Milan airport for check in and VAT claims. (I did that and still nearly miss my fligh) Queue for check-in for boarding pass can be at least 1 hour and the officials are never in a hurry. While in Italy, if your purchases is above Euro165, you can make a claim of 12% tax return. However, which counter you go to depends on where you put your purchases. If you put in your luggage bags, get your boarding pass first, do not check in luggage, tell the officer you have purchases for tax refund, bring your luggage to the tax return counter for chops on the tax reclaim form on the same level. You may need to show the purchases. However my form was not chopped at that counter as the officer said I bring in my purchases in hand-carry bag and so have to pass thro' immigration on the basement to be chopped at another custom office.
