We used the bus to get there from Riga. Around 4 hours journey time on a comfortable, large bus. Several departures throughout the day. Liepaja has good connections with the surrounding area and several buses to Ventspils and Kuldiga too, some services are with smaller 16 seater coaches, a little crowded sometimes but comfortable enough.
There is a train from Riga too, I think only one a day, and this leaves very early in the morning.
Liepaja bus station is a good 20 minute walk from the centre along Rigas iela, the easy alternative is to jump on a tram heading that way - pay the driver or ticket from the kiosks around the bus station.
