    Self explaining notice

    Cats and Dogs droppings must be removed by the pet owners.

    Also the locals do not like abuse of the above rule.

    I've only ever seen these temporary toilets at music concerts, but in Amsterdam there are quite a few of them, mostly around the red-light district.
