Most street parking in the old part of Hoorn is reserved to locals on a special permit. The rare free street parking spots have limited parking in time (most of them 2 hours) and all are payed parking.
There is free parking available just South of the Oosterpoort (East Gate) at "De Nieuwe Wal" street. From there it's 10 minutes walking to the center of the old town.

Trains depart at least every hour from Amsterdam Centraal Station to Hoorn; journey time is 1 hour. There are buses every hour or so leaving from outside Amsterdam Centraal Station, but they take much longer than the train. By car from Amsterdam, take the E22 north.

We were lucky enough to stay with friends in Hoorn so we were driven around in their car quite a bit. It made for some great sight seeing!
We also did a bit of walking around the town of Hoorn and took the train to Amsterdam.

We took a train from Bacharach (Germany) to Hoorn with a quick stop in Amsterdam to change trains. The trip took about 7 hours.
Then we took a train from Hoorn to Brussels a few days later. That trip took just under 4 hours.

In 2012 2 new electric operated city tour mini busses started serving the city.
Starting point is the Hoorn train station and a complete round tour costs 4 Euros.
