The river IJssel often act as a natural barrier for rain fronts that are travelling with the prevailing South-Westerly winds from the Atlantic Ocean. The result is a build-up of rain clouds that will dump their wet load over the city. Be aware that some parts of the city are lower, like the railroad underpasses and at times create traffic chaos.
