There are many warnings about the maniacs on the roads in Portugal and although I never saw any accidents even the locals agree that Portugal's unenviable record for Road Traffic Accidents is no surprise! I was told that the Potuguese male is still packed full of Machismo and this is frequently exhibited in their driving!
The risk when you travel in portugal during the summer months with a car are the forestfires wich can be very dangerous and very big!For example: I went to a place in 2000 in Portugal and there was forest as far as the eye could see a year later the whole forest was gone!During the summermonths the fireman can hardly extinguish the fires because it almost never rains!
There are no real dangers of travelling in Madeira. I would suggest to use the local buses, they are cheap and guarantees an adventure. However if you want to rent a car do not fear. Roads are in very good condition, but make sure your horn is working properly because you need to warn on-coming traffic at sharp bends!
If you are planning on staying in the Algarve in July or August arrive early (especially in Lagos). There are many hostels and pensions but they go quickly. If you arrive late in the afternoon you may be looking for a comfortable park bench for the evening.
I found Portugal very safe. I don’t think you find yourself in any troubles. Just remember – Lisbon is a big city and - as in all big cities – you have to use your imagination. And – as in all big cities – the taxi driver choose the longest way possible.
Should you try to drive your own or rented car be very careful. Portuguese drivers are among the most dangerous and mindless. Beware of 'overtakings' and red signs. Some highways and roads are considered specially dangerous. Be sure to know which.

Madeira: Driving: People in Madiera drive like crazy so it pays to be particularly careful. Some of the roads are particularly risky. Larger vehicles (eg. Buses and lorries) have the right of way (or else!)
portugese driversportugese like to drive very fast! not only on empty roads! the easyest way is to go along with them... another dangerous thing is the overtaking: even a long queue of cars (behind a truck or so) just gets overtaken, if some traffic comes towards the overtaker he just pushes in the queue... very dangerous!no wonder portugal has the highest european death rate on the roads!
When you travel by car: be very carful on the roads.The people in Portugal are really mad man behind the wheel. We almost had an accident when someone was overtaken three other cars in a bend.Also a lot of cyclist without lights, we have not seen any bike whith lights.
