The budget travelers can find a cheep meals at numerous street stalls and kiosks. They sell grill, pastrey, pizzas, chips, kebabs etc. The food is safe to eat, I would just avoid everything made from the minced meat as it is the most punctilious to the high temperatures. To be honest even those are mostly ok.

Popular seafood restaurant. It also has a long tradition. I am not keen on the seafood, myself, but everybody says it is ok. The food was even better some years ago as it is a bit commercialized now. The ambience is fine and is the location. However, it can be very nice place for the romantic diner, as they have several tables right on the beach sand. (look at my photos).

Conveniently situated on the beach itself, Ricardova Glava is fantastic place weather to have a drink while on the beach or in the evening to watch the lights reflecting at the sea. Even on the suny Novembar day it was full of people capturing the last sun before the winter. Next to it there is one fine restorant in which you can get some food.

It has kinda pub's menu. You can choose from hamburgers, chicken wings, sausages, English breakfast and fish. They also have Italian pizzas which are prepared in special open-fire oven. The place is popular with locals as well as with the tourists which is in the way quality guarantee. Budva is small town, so if it wasn't good it would have no costumers out of season.
Favorite Dish: Once I had pizza here and it was very good indeed.

During tourist season in Summer a lot of restaurants can be found. Restaurants by Slovenska Plaza and in the old city are more expencive than elsewhere.
In there by the beach Porto was a good place. And in old city in Galeb service was good and the fish was great, but rather expencive.
The price of fish is often in kilograms and if price is 35 Euros or 45 Euros for kg the food will not be cheap.
All fast food places by Slovenska Plaza are cheap, a pizza slice ot hamburger can cost 1-2 Euros and about everything is at most 3 Euros.
If you leave the main tourist area cheaper restaurants can be found. And they are mainly occupied by local people.
Not far from the hotel where I was is Restaurant Kangaroo where you get good basic food starting from 4-5 Euros and maybe 200 meters from it is Zlatibor with about the same price level and quality.

This was a pleasant restaurant that we went to in the old town section of Budva. It has a good selection of meat and fish entrees and a pleasant outdoor seating area up on the second floor. The outdoor dining area was covered by a trellis full of plants, which provided plenty of shade. The service was friendly and the food was good.

Whilst wandering Budva's walled town we found this little restaurant which was very welcoming. It seemed like it had undergone a recent faclift ans the interior decoration looked very new and contemporary. There were mainly people in their twenties in there, and the service was good.
Favorite Dish: I remember having savoury pancakes with a ham/cheese filling, plus an ice cream dessert afterwards, all at a good price.

We found this small cafe accidentally. There are lots of small cafes in the Old city (Stari Grad) of Budva, but this was so nice! Only three tables straight on the narrow medieval street under a small stone bridge (from one balcony to another). Very clean, starched table-clothes, candelight. Very romantic!
Favorite Dish: sea food and beer

Sometimes the best finds are the ones you stumble across without any recommendation. This was definitely the case with Gril Kusta in Przno, which is located just down the coast from Budva.
We had just arrived in Bar, Montenegro by ferry, waited in the customs line for three hours, and were famished. We were on our way up to Herceg-Novi and saw this little roadside grill. It was so charming! Most of the tables were outside under an arbor. The staff was professional and they all spoke English.
Favorite Dish: The restaurant served a variety of grilled meats and fish, all fresh and all cooked in the regional style. I had a delicious paradais (tomato) salad, and an assortment of Serbian cheeses and olives. Along with that we had a wonderful bottle of Montenegrin white wine.
Of course, we couldn't miss the desserts. The restaurant served several delicious tortes, all locally baked.
This was such a satisfying lunch that we had to go there twice -- on our way up the coast, and 5 days later on our way down.
