if you go by train departing from Bucharest, take the intercity, instead of the rapi accelerat.
The intercity has good comfort and takes you to bacau, in a timeley manner
Any other trains provide less comfort, but its an experience on its own. Travelling in a somewhat old train at night with some haze, with the mechanical sounds was indeed a little bit creepy, but at least unique.
As for the cabs in bacau, well my experience is that they are cheap, and the drivers are helpful. a good way to get around in bacau.

Most taxi drivers dont speak or very little Englisch, so knowing your destination is a good thing. You can always write it down and show it to them. As a noticed there carefully drivers, dont expect the safetybelt to be working!

The worst way to get there is travelling to Bucharest and then take a train to Bacau, which stops a couple of times, and then begins an almost ENDLESS travel through Romania! Takes about 3 hours to get there. I would recommend a 1 st class ticket which will cost 582.000 lei. I didnt check out the 2nd class, but it must be worse!!
Bacau trainstation can be creepy at night, although nothing much happens there. taxicabs are waiting in front of the hall.
The BEST way to get there is flying with CARPATAIR. You should get to Timisoara, and buy a ticket to bacau. Staff at the airport is very helpfull, and it's only 10 m inutes to the centre!

I think moving around by taxi is efficient way or you can walk if you want and maybe there is a minibus there.
Fare is not too high around 33000lei from train station to city centre

I catch morning train at 7.30 and arrive around 11.00 using fast train. Its quite good and clean train but beware of beggar inside train.
