I think that allowing you to take pictures inside a church in Romania is just an option of the local administrator, who probably estimates the bad impact of this action not on the works of art, but on the local souvenirs trade.
Probably here the level was extremely high considering the vehemence of the nun who was trying to stop us for taking pictures not only inside but also outside the new church.
