Due to the wind in Cadiz the waves are quite good to go surfing. Better still head down to Tarifa within the Cadiz province.
People don't tend to do water sport on Playa Victoria as that's for the sun bathers and sea dippers.
Saying that, there are beach Volleyball courts on Playa Victoria. Although you need to bring your own net and ball.
You can also play football there when there is a low tide. But only in the evening or in winter. Not when the main beach goers are there in summer. It is illegal.
There are several surf shops along the main Avenue by the beach and along the sea front where you can rent your gear from. There is one right at the end of Cadiz in Cortadura on the paseo Maritimo.
