There is an airport in Reus. It operates mainly charter flights for package-tours, but offers also regular flights to Madrid. The best way to come to Tarragona from Barcelona (ca. 170 km away) is the Euromed train.

Delta de l'Ebre is a big area and there is not a good transportation to move you there so I recommend you to rent a car. You will need it, if not you are lost!
I dont have any information about Rent Car Companies.

If you come from Barcelona there are 2 trains daily that goes there. You can stop at 'Aldea' train Station, or 'Tortosa'. The trains departs from Barcelona Sants Station, or Paseo de Gracia Train Station.
Another way to move you around is the bicycle. It's cheap and healthy!!!
But not the season are good to move you by bycicle. The winds could be so strong and could become impossible to move forward.

Reus airport is the most important airport in the Costa Dorada; there are regular flights linking the area to several European cities. The ariport is located on the Dual Carriageway between Reus and Tarragona and is 9 Km away only! from the Downtown of Tarragona (takes only 10 minutes!)
By car, there are 3 motorways:
    A-16 Barcelona - El Vendrell
    A-7 La Jonquera - Alicante
A-2 Barcelona -Tarragona - Basque Country

The called N-340 A-Road is also really important linking Barcelona and Valencia along coastline!

To go to Tarragona there are lots of trains from Barcelona. A return ticket is 9 euros. It takes about 1 hour to get there.
To move in Tarragona just do it walking. It's not a big city.
