Sweden has a very strict traffic legislation, entitling the police to administer a breathalyser test even if there is no reason to suspect that you are under the influence of drink. If your blood alcohol content exceeds 0.2 promille or the concertration of alcohol in your expiratory air is 0.10mg/l or more, this always means a penalty - either a stiff fine or a prison sentence. And you lose your driving licesnce.
