One of the best ways to get around Neuchatel is by tram and trolley bus and bus. Buses leave from Place Pury to destinations all around Neuchatel. The post buses go further up into the mountains.
On fete days the buses are decorated with flowers.
Buy a ticket from the machine at bus stops, or get a multi ticket from new kiosks.
Neuchatel is very small so it is very easy to go from one side to the other in a short amount of time and frankly it is not really necessary to rent a car, you can ride the bus, it goes everywhere and everyone does it!
Make sure you walk along "le lac de Neuchatel" (the lake) too, it's so pretty and peaceful and of course visit the castle and downtown.

By boat : The harbour is link with Lake Neuchatel and Lake of Bienne harbours
This funicular is doing the CFF railway - University (near the harbour) - CFF Railway trip in 2 minutes.
It cost 1chf for one-way or return inside 30 minutes.
There's a start every 6 minutes.
It runs from 5:30 to 00:20.
