My experience:
Lugano has too much tourists. You notice it everywhere. In restaurants because "they need no guests" and have so bad services, unfriendly. ( without one exception, a bit outside the city). You have to wait very long. Once we left summary the restaurant without a dinner.
In summer all are only peeved through tourists in this town. Might be it is "better" in another season? I think not so. I think this town is only too rich, also because of many celebrities which living there.
If you have much money or "a name" - then you can have there a wonderful time.
