There are a few taxi companies that operate in Kamyanets-Podilsky that you can ask your hotel to call for you. Fares are very low by European standards. The driver will likely not speak English. When we asked to go to the station or "vokzal", it seemed everyone assumed we meant the bus station and this left us in a position where a taxi driver could have really taken advantage of us; he was very kind and ended up letting us off the hook for a few dollars but it might be a good idea to be really clear and specify if you need the train station. We had a large amount of baggage with us and sometimes this posed a problem where they needed to send a bigger car.
Also, many locals will use their own cars as taxis either with markers or without. It seemed common for locals to slow their cars down and signal an offer for a ride for a very low price. We didn't ever use this option because we really enjoyed walking through the city.
