This memorial/statue is located in Maryinsky Park in Central Kyiv.
I am learning Ukrainian so my reading of the text might not be 100% accurate but I think it says "Glory of the uprising, 1918 in Kiev. We died fighting for Soviet power"
Mariyinsky Park is located in central Kyiv. Originally called Tsarsky the park is home to Mariyinsky Palace which was constructed to be an Imperial home. The park is free of charge to enter and is a lovely place to have a leisurely stroll away from the hustle and bustle of the main streets in Kyiv. The park is home to many statues and memorials (see other tips) and has come beverage stalls where you can purchase drinks and snacks.
Mariinsky park is the central park with plenty of things to do. I have seen people read, nap (on benches), eat, jog, make out, so on.
Highlights of the park: Dinamo Stadium, Mariinsky Palace (President's Palace), Arch of Friendship, multiple rides for kids, multiple paths for walking.
Lots of gorgeous views of Dnepr, Hydro Park and Kiev Residential Areas.
