I have heard that there are dozens of dating agencies in Luhansk catering for foreigners.
What they offer can often be called a game, although it looks legitimate.
Here is an ad that I saw on a pole in Luhansk.
The ad made me think of how the local dating agencies work with foreigners.
The ad reads,
Work!
International marriage agency
is inviting
young ladies of pleasant appearance
for work.
High income + gifts!
As you see, the girls can be hired by those "agencies".
Take it or leave it, but if you are a single man seeking a marriage-minded young lady, meeting you is the work of a decent number of young ladies here.
It's a big game from the very beginning.
You might call it big business too. However, some people call it merely monkey business.

If you are serious about meeting your soul mate, try meeting a local lady who is a member of a local dating agency that does not cater for foreigners.
She might be from a remote village or town in Luhansk region. She might have a child.
But she can be really marriage-minded.
Although an American friend of mine published an ad in a local newspaper saying he would like to meet a young lady. The ad was published in several issues of the newspaper within one month. How many responses do you think he received? None... This is the answer to your question if there are indeed hundreds of Ukrainian ladies dreaming of meeting a foreigner here...

As far as I know, lots of foreign single men come to Luhansk every week in search of their fair ladies.
They come to meet a person who, in their opinion, is their genuine sweetheart...

Please try to remember you are strong men, that is, Cossacks!
NEVER send any money to any "young lady" you have never met in person, no matter how long you have been pen pals and what THEY are writing to you.
We, locals, can never be sure about the ladies we meet here in person, to say nothing of you, faraway foreigners....
At present very few local ladies really need or seek any foreigners for any future relations except fun, expensive gifts, free travels and what not.
The young ladies have strong family ties, are very conservative about their relatives and kids (if any) and are very reluctant to leave Ukraine.... Any information about hundreds of young ladies in Luhansk dreaming of leaving this country is at least fake...
It's your choice then!

Unique Suggestions: - Make friends with some trustworthy locals and ask them for advice and help;
- stay sober-minded and prepared to any surprise;
- do not be in a hurry with the gifts you brought from home;
- explore the city on your own or with your new (not necessarily female) friends.
Fun Alternatives: Try to contact some other concrete people who might help you in many ways.

Try to have your local friends find an apartment for you, if you want one, based on our Express Club newspaper and many others containing tons of classified ads.
In any case that way would be better than to use a ready Internet "service" online.
Unique Suggestions: The thing is there are a lot of ads in the local newspapers (all in Russian) and several commodity agencies that provide service in finding any apartment for you, either short term or long-term stay. You can call them and make a reservation.
$70 or $75 is the price for a luxury suite at Luhansk hotel or Druzhba hotel or a VIP apartment.
You could even rent a detached house with four bedrooms, a sauna, a swimming pool, billiards for $100 a day!
Fun Alternatives: So I would make reservations about reserving an apartment on the Internet!
Try to contact a local who would help you find an apartment for $45-$55 a day, downtown location, with all modern conveniences and without any problems and frustrations…
