Bath is frequently seen as a day trip from London and while I think it deserves more time than this, it can be done easily. There are trains about every half hour from Paddington Station and it takes about 75 minutes.
If you are staying in Bath, Wells can easily be done by bus from there. We bought all day tickets at the senior rate for 5.70 GBP and the trip took about 75 minutes. The bus station in Bath is just west of the train station and on Broad Quay along the River Avon. There is a station but you just buy your ticket on the bus. In Wells the bus will let you off right near the Cathedral Green but the pick up point is a little way from there so make sure you know where to catch the bus back to Bath.
As you can see in the picture, it is #173 and that number applies both ways.
Options for getting to Bath from London
Train, 1 1/2 hours via rail from Paddington or Waterloo, the cheapest fare is 19L if you reserve at least 7 days in advance but only on certain trains and you have to select a particular train. There do not appear to be any cheap day returns for Bath from London so if you do not reserve in advance, expect to pay quite a bit more.

Megabus does not appear to serve Bath
From London, the quickest route is the train from Paddington Station.Journey takes around 90minutes.
Departs from LOndon Victoria Station.The journey takes over 3hrs.
Hire a Car
We hired a car and drove around the UK... It was easy for us since we are used to driving on the left side of the road, although the strange road signs had us wondering a few times... :)
The roads were all very good except for the traffic jams around the larger cities...try to avoid 'peak' hours if you can help it.
The distances between cities in the UK are all fairly short, it doesn't really take too long to get anywhere except if you stop for photos every few minutes. ;)Related to:

The Red City Tour Hop on and Off Bus
To get where you want and have some inside information on the town, it's adviseable to take this bus. It takes you along a certain touristic route through Bath.
Meanwhile a guide gives detailed information about the town. After you finish the tour it is best to walk around the town yourselve.

Take a bus
I bought a ticket for one of the double decker tour busses. It's a great way to get around the city. There are advantages to getting around this way. The ticket is good all day and you can get on and off the bus as often as you like. Bath is relatively small but it's a quick way to get from place to place, especially if you're short on time. It makes frequent stops and runs regularly. Also we were able to ride it up above the city into part of the countryside. This afforded beautiful views of Bath and was a little off the beaten path.
The Severn Bridge links...

Cars can be a nightmare so try...
Cars can be a nightmare so try a bus or train.
Walk as it is not a very big city. If you are lazy/old/pregnant then get a tour bus, just like the open-top ones you get in London! Bicyles are popular in Bath but there is little provision for them so watch out for mad car drivers.
