This is not restricted to Powys, or Wales, but can happen anywhere in the rural areas of the UK, I imagine. In the autumn apparently is the pheasant hunting or shooting season, and these silly birds can jump out in front of your car. Especially if you are on private property, beware of hitting one of these birds. They have quite likely been stocked for shooting purposes, so cost someone some money to have on their property. Not to sound solely mercenary, I would hate to hit and kill or injure one of these beautiful birds.
So, if not just pheasants - drive carefully on these narrow, single-track lanes because you never know who or what will be around the next bend or over the next hill.
