Seasonal difficulties.
The southern UK is a pretty temperate place. It rarely gets colder than -4C/25F. It rarely exceeds 35C/95F in summer. Rainfall in southern & eastern England is consistently around 20 to 25 inches per year. ...So you think things would be hunky-dory & the authorities would take the mainly minor & predictable problems they face in their stride? ...WRONG!!!WINTER: Literally half an inch of snow causes absoloute mayhem.
