Reccomended as "one of the most visually imposing buildings" in Baku, its facade features a pleasant mix of architectural styles.
The building hosts the Nizami Museum of Literature (12th century poet Nizami Gandzhevi) . The museum contains books, illuminated manuscripts, miniatures, carpets, and other artworks.

    Nizami Museum of Literature

Between the old city and Fountains Square (the heart of modern Baki) is this striking building...I think it is the Nizami Museum of Literature, named after the Azeri poet Nizami, but i never went inside...the statues show Azerbaijan's leading literary figures, although I haven't got a clue who they are! (Maybe Natik could help me out there?!)
