Women should definitely cover up as much as possible. If you are revealling bare shoulders in the vicinity of the Wailing Wall, you will be handed a shawl to wear, however it is better to come prepared - this is a religious site after all.
Israel is not a cheap country, cost of stuff is about the same as in western Europe, some can be much cheaper but some is expensive, make your budget plan carefully.
Many areas we visited required women to wear conservative clothing. It's a good idea to have coverings for your shoulders and knees available while travelling.
