There are a few Diving centers in Tel Aviv which you could use for Diving although i honestly recommend you not to do so just out of one reason, There no underwater life in this area of Tel Aviv, its going to be a real disappointing experience for you.
The Only thing i can tell you about Diving in Tel Aviv is that its a good place to learn scuba diving because of the Sea conditions.
If you're looking for underwater adventures the your place would definitely be Eilat ! in the red sea or in the north (near Akko) where there are some old ships that sank there many years ago.
