International telephone access code of Turkey is 90.Then area codes. For Istanbul it is 212 (European side) and 216 (Asian side), Ankara 312 and Izmir 232. All telephone numbers are have seven digits in Turkey. If you are going to call Asian side of Istanbul from the European side, first dial the code, 0 216. From Asian side to European side first dial 0 212 and then the number. To call Turkey from a another countryfirst dial + 90 then (three digit area code), then seven digit number.
To make an international call from Turkey, first dial double zero then int. telephone code of your country, then your number. To call America will be like, 00 1 -your number-.
The best deal to call your country is by PTT (National Post, Telegram and Telephone Office) phone cards. They will come in 30, 60 or 100 credits. 100 credits will be fine for international calls. You can buy them from your hotel ( 15-30% more than the normal price), or from the post office.

You can either buy a permanent post paid gsm line and pay the bill on monthly basis or buy a pre paid line only and load it as you want and as much as you want, totally depending on your own taste. Those can be loaded on the specific operators kiosks or with the pre paid gsm cards which are almost sold everywehere, at bus stations, supermarkets and so on ...
Even as u land the main international airports of Turkey as like Istanbul, Ankara, Antalya etc, there are corners of those major gsm oprartors at the international arrival halls of the airports where u can easily buy a line in several minutes. Those lines will work mostly on your own cellphones, but even if its not the case, those operators give u the option besides gsm line, also to rent a cellphone gadget for lets say one week or two weeks or more, depending on your stay in Turkey.
So, u can use the line AND the "gsm phone gadget" during your stay in Turkey and upon departure return back the cellphone at the departure hall kiosks of that operators at the major international airports of Turkey.
