I can’t recommend just one restaurant because you can’t imagine the choices you have here! You can always taste the famous kebab everywhere of course (less than a euro cost!).
At Eminonu pier, there are small fish boats where they sell grilled fishes served with bread and cost less than a euro!
There are some restaurants at Galata bridge with some of them having great view to Topkapi palace. Many people choose Kumkapi for its fish restaurants. At the Asian side the restaurants are great and much more cheaper.
There are many different types of Turkish deserts, most of them with amazing flavors. If you’re on a diet choose another destination! You can find some good ones at Saray(Istiklal Cad.102) that also serves kebap, soups etc
Don’t forget the French district, a small area full of old but restored houses. You can find many restaurants and nice cafes or patisseries there. What’s more in "Cicek pasaji"(flower passage) many restaurants too but packed with people all the time.

Reina boasts a superb setting by the Bosphorus, a jetset crowd (Turks, expats and party-loving people), stand-up-and-dance music by the DJs spinning (can be iffy at times imho) the vast outdoor area, etc. It has four or five restaurants in its arena-like setting overlooking the the central area where a fabulous cystal chandelier is suspended under the main dance/socializing apres-dinner area. Chic and stylish furniture surround that venue. Seafood and continental food is served by Reina restaurant, the main one. There is also a Japanese (Benihana) and a Chinese restaurant (Dragon) plus a Turkish one. In 2004, I dined at the Japanese restaurant and had the most expensive mediocre Japanese food I've had in my life!
For a safer bet, have continental food or the seaffod specialties at Reina. There is also a rooftop restaurant that opened in summer 2006 (on top of Reina) where I dined and had an excellent dinner while watching Adja Pekkan's concert below. In the summer time, Reina reigns supreme! It even has its own powerboat. It is open until 4 am.
When I go to Reina, I usually leave at around 3 and head for Crystal if its a weekend.

There are two "Sultanahmet Köftecisi in the same location, the famou one is the one working since1920....
No reservation required, just walk in and let the waiter finds a table for you in one of the Three floors. Credit cards are not acepted.. However a normal lunch will cost less than 5 USD..
Köfte, the meatball is the favourite dish, however you can also have lamb sish, if you are not fond of Köfte.. Side dishes are limited, you can have bean salad and shepherds salad.. I found this lunch shop called Ada off the beaten track on Princess Island. I peered in the window and saw local office type people happily eating and chatting so I decided to enter. The food was just so so so nice, baked egglant, dolmades, meat ball, mashed potato and rice...oh and fresh bread...local style.
My daughter was feeling very cold so the lady gave her a hot soup with lemon and rice in it. She loved it.
I would rate this very highly on best meal in Istanbul because it was not fancy....it was real.

This is the restaurant where my wedding ceremony was organized many years ago.
The restaurant is also organizing the transfer from Europe to Asia with a boat ..So you dont need to rush in the traffic jam ...
