If you do not have your car then you can simply rent a car. The easiest way to come to Dubai is either from Abu Dhabi or from Sharjah.

The current regulation is that visitors must have an International Driving Licence issued in their own country if they wish to rent a car in Dubai.
The rental companies are negotiating with the authorities because they want the rule changed, but right now the rule is in place.
There are the usual international rental companies in Dubai (Budget, Thrifty, Hertz, Avis etc) plus many local companies.
Signs are in English and Arabic, the roads are excellent, fuel is very cheap - but the roads are extremely busy, there is construction and diversions everywhere, parking is a major problem and the standard of driving is appalling. National Rent A Car are cheats.
Beware of the cheating tactics when you are renting a car. National Rent A Car said they would provide the car with the petrol tank full and that the car should be returned full. Fair enough.
The reality is just the opposite. The car was only half full, this was pointed out to them. The car was filled up by us but returned within a day due to a problem with the car. The petrol tank had more fuel than when it was given to us. However, when the final bill was charged to the credit card we found that they had charged Dhrs. 75 for shortfall in petrol, even though the car had not been given full in the first place.
Query on this to them has elicited NO response. I would not recommend them to anyone. Honesty is more important than just finding an affordable rental, and there are others with cheaper standard cars. Theme: Car/Motor Home

Frankly speaking I don't think driving in Dubai is very safe!! If I was a tourist I would use Taxi/Bus/Public Transport for my trips. But still leave you the name and contact list of some of the car rental companies in Dubai, renting a car or using Public Transport is your decision :-)

I guess the best way to go around or out of dubai is by renting out a car. It is quite cheap here in dubai as petrol is relatively cheap compared to the other parts of the world.
You can rent out even your dream cars, limos, come with drivers also, rent on daily basis as well as monthly. All you have to submit are passport or any kind of ID.
