Should be a few hundred rials by minibus from Sana'a to Amran. Get a travel permit. The Governorate of Amran is very tribal. The capital city of the same name should be OK, but you will definitely be asked for your permit when leaving Sana'a on Amran Road.
If you have your own (driver and) car you could drive from Sana'a to Wadi Dahr (Palace on the Rock) and the continue directly through the wadi, past the Shalman water factory, towards Amran Road. Once past the gate of Sana'a you'll see various volcanoes.
