Syringa Creek PP is a nice little campground, situated on Lower Arrow Lake. We spent a week there in the summer of 2008 and we had a fabulous huge campsite, right on the lake.
The park has modern washroom facilities (no showers), and nice playground, and plenty of hiking/biking paths to keep the kids occupied.
I made a point of going down to the lake every morning around 8 am for a bath and a swim. The water was a little cold, but the lake is really gorgeous. We spent every day at the beach.
I believe we paid $15 per night for our site with power.

Flying into Castlegar is a good option to take. The airport connects you to the major airports in Calgary and Vancouver. The flight is about 1 hour and the mountain scenery from the plane is breath taking. You fly low over snow peaked mountains and valleys with pristines lakes. The plane is a small, but solid DC-10. The only major carrier that stops daily is Air Jazz. Flights can be a little on the pricey side, but that all depends on your budget.

If you do not have the money to fly, and you are on a budget that does not include renting a car, one of your remaining options is to take the Greyhound Bus. If you book ahead you can get really good deals. The bus does stop in many small cities along the way picking up and dropping off many interesting locals. Greyhound buses arrive in Castlegar in the early morning or in the early evening.

A little ways north from Syringa Prov Park you can find Tulip Falls. It is not marked, so you will have to ask a local for directions if you're interested in visiting this place.
From the road there is a short easy hike into the falls - about half a mile or less.
