Our first visit to Cozumel was to dive. I had a package from Aqua Dreams which included diving and hotel. Currently an open water certification course is $350.00, takes 3-4 days and includes all equipment in the price.

Along Avenida Rafael Melgar, you should find a few diving and snorkeling outfits, but the best locations are on other parts of the island. If you are pressed for time and need to get back to the cruise ships, this might be a decent option.
