Throughout the beach areas there are signs posted. Following the "rules" can keep you from getting fined and sometimes save your life.
There is a webpage for the standard Beach & Water regulations at all San Diego Beaches
Each beach has rules, which may or may not make sense to you, but they reflect problems that have been encountered in the past.
* No glass containers--broken glass in the sand can cause great damage when stepped on.
Exception:
*Alcohol may not be consumed on the boardwalk, on or against the seawall, or in any park adjacent to the beach.
*Alcohol may be consumed on the beach from 12:00 noon to 8:00 p.m.
Can't really explain these two, but they are the exception in PB from the standard rules in San Diego. :-)
Okay, I can explaiin them. These rules are to limit drunks hanging out on the Boardwalk where others walk or skate or have young children and are not interested in being accosted or in an accident.
The other, is a compromise. They actually wanted to Ban Alcohol but the resident's didn't want that, so it's okay between noon and 8 pm.

When on the boardwalk keep in mind that you can drink alcoholic beverages on the beach (sand) or on the boardwalk (say at the bars, beach houses) but not anywhere near the WALL that divides the beach from the boardwalk. So be careful when transporting your beverages. Do not sit or hang on the wall. You will be ticketed.

When walking along the boardwalk or bay it gets really crowded so watch out for rollerbladers, bikes, and some times crazy people. Remember PB is the beach so it attract a different type of person...some are wild and you want to stay away from those types. You'll know who I'm talking about if you visit.
