The 17 mile drive has some pretty steep grades and blind turns, but my wife and I were able to pedal it on our tandem several years back. The pavement is excellent, and the traffic is unusually tolerant of bicycles. I believe that cyclists get past the gate for free. Good cyclists will have no trouble pedalling between Monterrey and Carmel in a morning, even with frequent stops for views of the coastline. Watch out for stray golf balls and speed demon sports cars. There are actually several roads, some which go along the ridge. Expect to get lost, but all roads eventually lead to a gate. If you are heading to Pebble Beach, you will not have too much choice in the matter. It is not located close enough to a major airport to make a bus or taxi feasible, however most rental car agencies are available for $25-60USD per day plus applicable taxes.
